On 24 January the Management Board of TAURON Wytwarzanie, a TAURON’s subsidiary, approved the recommendation of the tender committee that was to select the contractor for 910MW unit with supercritical parameters at Jaworzno III power plant. The winning bid was that submitted by the consortium of Rafako SA – Mostostal Warszawa SA. According to schedule, the contract should be signed in Q2 2013. Construction works should be completed by 2018.
The tender, conducted in line with Public procurement law in the mode of negotiation with publication of a contract notice, started in May 2010. In the final stage in October 2012 four final offers were submitted by the following bidders (consortia leaders): China National Electric Engineering Co. Ltd, Rafako SA, Alstom Power Sp. z o.o. and SNC Lavalin Polska Sp. z o.o. The tender committee for three months analyzed the offers and finally recommended to the Management Board of the generation company the offer submitted by consortium of Rafako SA – Mostostal Warszawa SA worth PLN 5.41bn gross. The other bids were rejected as they did not meet the criteria specified in Terms of Reference.
TAURON Group’s corporate strategy stipulates building a sustainable generation portfolio consisting of units based on coal, gas and RES technologies. The Jaworzno-based investment is a significant part of that program. The project will reinforce the Group’s position as the second largest electricity generator in Poland, it will also allow to significantly renew and upgrade its generation assets and reduce emissions thanks to application of advanced technologies. The designed high-efficiency electricity generation will lead to lower operational costs resulting from lower consumption of fuel per unit of generated electricity. Also, reduction of CO2 emission by over 2 million tons per year is planned – as compared to the old generation units that are scheduled to be replaced. Thanks to the location of Jaworzno III power plant in direct vicinity of mines belonging to TAURON Group’s Południowy Koncern Węglowy, from which approx. 80% of coal will be burned at the new unit, the costs of transport will be significantly reduced.
Concurrently with the tender, other formal procedures related to the investment were finalized. In January 2011 TAURON Wytwarzanie obtained decision on environmental conditions. It was issued by the mayor of Jaworzno after the report on environmental impact received positive opinion of, among others, the Local Environment Protection Authority in Katowice. In August 2011 the mayor of Jaworzno decided to issue a permission for construction of the unit.
TAURON Group has highly qualified staff that in the recent years supervised several large investment projects for construction of new power generation units (including Łagisza, Bielsko-Biała and Jaworzno).
